Benfica president Rui Costa is listed as the primary signatory of the parliamentary submission. The document proposes that the share capital of the entity responsible for centralizing television rights remain under the exclusive ownership and control of professional clubs.

The club stated that it introduced the petition to avoid an Infantino-style move in Portuguese football broadcasting. Benfica also warned against the potential risks associated with the entry of private investors into the television rights structure.
