The championship announced the finalists in six categories on Sunday.
Barnes is in contention with Cade Cunningham (Detroit) and Evan Mobley (Cleveland).
In 74 games with the Raptors, the 20-year-old averaged 15.3 points and 7.5 rebounds per game.
Cunningham led the rookie with 17.4 points per game, while Mobly led the rebounds and blockbacks for rookies.
