Is it clear when and how the congress can take place? There is no information on timing. The AFC has 47 members, and the quorum is more than 50%. Decisions are made by simple majority. That is, representatives of 24 countries can gather, and 13 votes will be enough. Although it is unlikely that only 24 participants of the congress will gather, rather, more.
Probably, there may be an unscheduled congress, but in general it is necessary to talk about something else. All this makes sense if agreements have been reached in advance.
