Starting July 4, 2022, Russia will begin issuing a digital Fan Card to attend matches of the Russian Premier League. The card can be issued electronically in your personal account at the State Services. The relevant regulations have been signed by the Russian government and are planned for publication.
Where the Fan Card will be needed
In accordance with the order of the Russian government, a list of official sports competitions has been approved, at which the identification of spectators, participants and staff using a Fan Card is mandatory. This list includes matches of the Russian Football Championship among teams of Russian Premier League clubs, as well as the final match of the Russian Football Cup. Initially, the Card will be needed to attend RPL home matches at stadiums in five cities: Yekaterinburg, Nizhny Novgorod, Rostov-on-Don, Samara, Sochi. By the end of the year, the rest of the cities where the clubs participating in the Russian Premier League are located will be connected to the system: Moscow, St. Petersburg, Khimki, Grozny, Krasnodar, Orenburg, Voronezh. All participants, spectators, guests and staff, as well as media representatives, must have the card.
– After the international competitions held in Russia, more and more fans come to the stadiums, many attend competitions with their families. It is important that the most advanced technologies are used in this area. For this, an electronic Fan Card has been developed – a new digital service for visitors to sports competitions. This format improves the security system at sports facilities, makes the access system to facilities more convenient. The fan card is issued once through the State Services and remains in the personal account. It is used when buying tickets and subscriptions, which will automatically appear in your personal account in a special section. At the entrance to the stadium, it will be enough to scan the QR code of the selected ticket at the State Services, without presenting any additional documents, – said Oleg Pak, Deputy Head of the Ministry of Digital Development of Russia.
— The stadiums that hosted the matches of the 2018 FIFA World Cup have all the equipment necessary to ensure the correct operation of the Fan Card. The first major tournament using the program will be the Russian Football Championship — by the end of the year, all stadiums of the Russian Premier League will be provided with a system that allows access using the Fan Card. The Russian Cup Final will also be held using the Map. It is important for us to ensure a high level of service and safety for all client groups at the competitions,” said Azat Kadyrov, First Deputy Minister of Sports of the Russian Federation.
When developing the electronic Fan Card, the experience of the Fan ID or Fan ID was taken into account. This format has proven itself at the 2018 FIFA World Cup and the 2020 European Football Championship held in Russia. The effectiveness of this system has been recognized by the global expert community.
Fan card will be used
• to purchase tickets or subscriptions. The card number will be required when making a purchase;
• to attend competitions. A ticket for the competition, accreditation or subscription will be linked to the electronic fan card;
• to increase the level of security in stadiums and sports facilities. The system will not allow issuing a card to a person who, for example, has been banned by a court from attending competitions due to participation in riots.
How to get a fan card
You can apply for an electronic Fan Card from July 4, 2022 in your personal account at the State Services. To do this, you will need to fill out a form and upload your photo. Citizens over 14 years old can apply on their own. For children under 14 years old, their parents or legal representatives can issue a card in their personal account.
After submitting the application, the identity of the Cardholder must be verified. This can be done at the MFC in 11 regions where RPL participating clubs are located: Moscow, St. Petersburg, Sverdlovsk, Samara, Nizhny Novgorod, Rostov, Moscow, Orenburg and Voronezh regions, Krasnodar Territory, Chechen Republic.
When contacting the MFC, the employees of the centers will verify the photo uploaded when filling out the application for State Services and confirm the identity of the Cardholder. When visiting the MFC, you need to have a passport with you. If the Card was issued for a child, you must have a birth certificate with you.
