Former Lokomotiv head coach Yuri Semin spoke about the transfer of Dynamo Moscow midfielder Arsen Zakharyan to Chelsea, which may not take place due to financial sanctions against Russia.
Earlier, the media reported that any attempt by the London club to make a payment on Zakharyan would be blocked due to restrictions imposed on the Russian economy.

The Blue and Whites have received an offer from Chelsea for the transfer of 19-year-old Zakharyan in the amount of 15 million euros. The transfer window in England will close on September 2 at 01:00 Moscow time.
Last season, Zakharyan played 34 matches, scored nine goals and made nine assists in all competitions. The midfielder was recognized as the best young player according to the Russian Football Union.
This season, the player has 1 goal and 2 assists in 7 games.
