According to the disciplinary code of the International Football Federation, the Brazilian Football Confederation has full responsibility for ensuring the safety of the match as the host country.
Sanctions can include fines, playing one or more matches without spectators (or with a limited number of people), banning matches from a particular stadium, playing on a neutral pitch, deducting points or even suspending the competition.
